Neither. A cactus is a succulent, but not all succulents are cactus. Like an aloe vera plant is a succulent, because it doesn't have these little spine cushions called areoles. Go to www.cactiguide.com and you can learn all about them!

its a shrub because trees need water to grow and not all shrubs need water.
