From 2H to 4H is shift on the fly meaning you can be driving down the road and put the transfercase in 4H without having to shift the transmission into Neutral. However a shift from 4H to 4L requires the jeep to be rolling at 2-3MPH and the transmission to be in neutral. So the answer is no you do not need to have the transmission in nuetral to engage 4H.

Hardcore Jeeps are trailered, and generally have manual transmissions and transfer cases from 3/4 trucks, along with the axles. They run total crawl ratios of 88:1 or higher. Anything less is a Street Jeep, honestly, and most don't go offroad more than once a month, regardless of all the toys screwed on them. Automatics work fine on them. Experienced auto drivers can maintain position on big boulders without burning the clutch and rolling backwards. It has a lot to do with skill and vehicle dynamics. I venture to guess most inexperienced Jeepers bring their auto street Jeeps to the big hills to try, so its no wonder the better equipped crawlers make it up more often. There's more to Jeeping than getting intimate with every big boulder in your way.

I had the same question a couple of year ago, read the owner's manuel and it said that it had "shift on the fly" capablities. However, one time upon doing so, it broke the actuator which had to be replaced. Now regardless, I slow down to under 10 mph or less, or even stop before shifting from 2H to 4H and back. Just to be safe. When going from H to 4L, I always put in neutral and I also try to have the front wheels slightly higher in elevation than the rear, which also seems to make the shift smoother.

depends on the year of the jeep. I have an 03 and can do it under 55, I test drove a 99 back in 99 and asked the same question of the dealer he said the book said yes but I wouldn't be going very fast but of course they know selling and not what there selling
