Make one, a pair of pushchair wheels, some webbing and some fabric will do it. Hopefully your mate also knows how to manually express the cats bladder and bowels as theres a lot more to caring for a paralysed pet that people realise.

Disabled is correct. Disabled means hindered physically. Special needs is more like a cat with diabetes.

go to the town and steal an old Granny's trolley cart for messages, might take a few modifications, then tie it to the cat, good luck
