If you know anyone into sports or you watch football you have undoubtedly heard "he is out with an ACL" . This stands for Anterior Cruciate Ligament. Very commonly injured by a blow to the knee, IE. being tackled at the knees in football. This ligament (fibrous tissue) connects the back and outside of the big leg bone (femur) to the front and inside of the (tibia), smaller leg bone.So it goes bone to bone.

Someone gave you the correct answer and added an extra bit of information which I'll expand on. Ligaments are predominately white shiny flexible (elastic) bands of fibrous tissue that bind joints together. So ligaments are bone to bone. Tendons, on the other hand, are the white, shiny bands of dense fibrous connective tissue that attach muscle to bone and originate from muscle. Tendons are muscle to bone.

Ligaments are fibrous tissue that connect bones (or two different parts of a single bone). They connect bones to other bones to form a joint. They are slightly elastic; when under tension, they gradually lengthen. This is one reason why dislocated joints must be set as quickly as possible: if the ligaments lengthen too much, then the joint will be weakened, becoming prone to future dislocations.
