First, right click and make sure there is no check mark by 'Lock Taskbar' If it's checked just click it again. THen close all your programs and just drag the taskbar back to the bottom of the screen. Then, right click and check LOCK TASKBAR....this way it won't move back at all.

Simply left-click on a blank portion of the task bar and drag your mouse to the bottom (or left or top) of your screen. It will then reposition itself there. If it does not move it has been "locked". Simply right-click on it, click "lock taskbar" which will remove the check mark by it in the menu showing it as locked, and then follow the instructions above. Hope this helps!!
