In traditional Samkhya philosophy (Indian), purusa, or soul, spirit, was considered to be male, and prakrti, or material, was considered to be female. This philosophy exists today in Samkhya-Yoga philosophy, and was the basis for the evolution of Tantric thought.
In Hindu religion, there are many female Gods.
Shiva is definitely not one of them. But his wife Parvati would be.

Hindu religion has God who is a women. They know her by diff rent names and in fact in Jammu India place called Katra is the most religious temple of this women God. They call her"Mata Rani". She is known by 9 diff rent forms in India. Hope this answers your question.

There are Christians who would argue that their god is female. There are also those who argue that their god is neither or both sexes.
IMHO, it doesn't make sense to attribute a sex to a supernatural being unless you understand its biology, if it has any.
