If it's a water based paint like an emulsion it should wash/scrub off, if you intend to paint over the walls, just seal and paint.

latex and water-born paints are really very tough, that is why they are recommended for outside painting, to remove it from cinder-block you may have to sandblast...depending on how clean you want the surface.
