Yes a counselling program should determine what you have. They will analyse your thoughts and feelings and get to the bottom of your problems. Don't feel ashamed or scared, please. I believe that at some point in our lives, we all suffer with depression, even though we might not even know it. Some suffer worse than others and its a horrible illness. You will get through it love, good luck!

Sleeping excessively, not wanting to do things that you usually enjoy doing, overeating, angry /or crying a lot etc.
But on the bipolar thing, I am bipolar. There is also unipolar. The bipolar you go between different moods all the time. One minute, like when you get up , you are happy, and by noon, you are depressed again. When you are manic you love everyone, and when you down, you hate everyone. Bipolar can only be diagnosed by a doctor, so don't try to diagnose yourself, otherwise you will put yourself into a "wrong diagnose" and the doctor will have a difficult time diagnosing you then.
Even if you are bipolar, counseling helps, so yes your Mom is doing good! She actually is the one that is going to be able to help you the most. When you have these feelings, talk to her! Also get yourself involved in a teen program for Alan-non, this isn't only for those of us affected by alcoholics, it can also help those of us that have mental problems. Also there is another 12-Step program called EA, Emotions Anonymous. It is a hard group to find in the US. But that group helped me the most. The key to it helping is, you have to GO! to the meetings. (the same with Alan-non) They meet once a week, or more often if you need them more often.
Talk to your Mom and ask her to help you find one of these groups so you can help yourself! Helping ourselves is necassary so whatever help we get from the doctor or parent, can work better for us.
Keep going to meetings, any meeting that fits your needs.
