I actually use both. Clipping them down to the quick with the clippers, then sanding the sharp edges left by the clippers down with the Dremel.

use dog trimmers. have a groomer or your vet show you how to use these. using a dremmel tool on a dog can be dangerous not only to the dog, but also to you. leave that for the professionals, and don't let your dog's nails get to the point where you would need a power tool to trim the nails. if you are wanting to "round" off the sharp nails after being cut, use an emory board or any type of human nail file.

You can pick up a pair of pet nail clippers at your local pet store.

Nail clippers, but at pet stores, or even the pet isle at most stores they have special trimmers for pets claws.
