When approaching people in public, you have to be more prepared for rejection than usual. This is true especially if you're approaching a woman, because women are just more vulnerable in public and likely to be on guard.
Expect rejection... but proceed anyway! People who take risks get better results in life. Is it someone that you've noticed on several occasions? Just be honest. Just tell her you've noticed her and that, maybe you could exchange emails. This approach has worked for a friend of mine.
A man once approached me as I was sitting drinking coffee in an outdoor cafe, asked me for a date, and I went out with him. So, it does happen.
But, my friend mentioned above has approached many women in public who completely ignored him. So... like I said, it's a risk! But the risk can be worth it.

First smile at the woman. If she smiles back, ask her if she is free to talk for a few minutes, since 1. you are new to the place or 2. lost somebody near and want to talk to someone or 3. she looks lile someone you know well.
She might either 1. Talk to you or 2. Say that she is busy. Then you politely tell bye and or 3. She may be rude. Some of them are. Tell her that you were mistaken by her friendly smiling face, apologise and carry on.
Then repeat again at another place. Never get heartbroken. There are so many friendly women out there who are also looking out for a good friend like you.

just walk right up to her
look her in the eyes and say,
" Hi little girl wants some Candy."
If the girls are cool they will laugh out loud, women just want someone that makes them laugh, everything else they can buy in a drugstore.
