Ethanol is the alcohol that people drink in Wine and hard liquor such as Vodka. The tax is applied by the government on all alcoholic beverages.

However you can buy Denatured Alcohol which is mostly Ethanol, but mixed with another substance to make it not fit to drink and then there is no tax.
