I am looking for somewhere with an amazing view of Manhatten and where you will not feel uncomfortable if you are not a milionaire

Why tea? The traditional places for high tea charge about $35 each. They serve tiny sandwiches and tea. For $35, or less, you can get an excellent complete lunch at a wonderful restaurant. with beautiful surroundings. If you need suggestions for lunch, add to your question.

Two popular places for high tea (expect to pay at least $35 per adult, at least $20 for children) - in my opinion neither the Plaza nor Lady Mendl's is comfortable - there are dress codes - beautiful surroundings, excellent service, but not relaxed. I would choose Lady Mendl's near Union Square over The Plaza. Read here:

My personal favorite is the Pierre Hotel. Also the Tea Box on 5th Ave. Probably not the view you're looking for but both are great areas.

Both are relaxed and you won't feel uncomfortable.
