A specialist out ranks a private first class aka PFC. For enlisted personnel the ranks start out as E1. A PFC is an E3. A specialist is an E4. No the officers start out as O1 and go up. A Lieutenant General out ranks a Major General. A Major General is an O2. A Lieutenant General is an is an O3. In all ranks the higher the number the higher the rank. Yes they technically can. However, the personnel should be in their chain of command unless it is something simple like "airmen remove your headgear indoors". It is not customary for an officer who is outside of the chain of another military member's chain of command to issue orders without consulting the individuals chain of command and it can ruffle feathers. For instance, an army officer who walks up to a group of sailors and tells them to cut the grass would be an idiot because he does not know what the sailors are assigned to do. However, since the sailors are enlisted and the command is lawful, technically they should obey it. In the real world, the sailors would probably go to their NCO and tell them what had happened. The sailor's chain of command would probably address the issue with the army officer's chain of command and someone would get a good chewing out.
