No - its downright insulting to most of us.

No, it doesn't work if it is an attempt to endear yourself to the receiver of the line.
It is invading the privacy of another and the person who hears it immediately thinks the person saying it is "simple" or has "problems".
It is also a very controlling thing to say to another person unless you know them extremely well and know their state of mind and the variations of their state of mind.
It is implying that the person saying the line has some kind of power and status over the listener and can magically change their state of mind and by proxy - their looks! It is also stating that the appearance of the receiver is unattractive and another expression on their face would be more suitable.
It is a mild form of bullying in that the person is attempting to push the other person into being the way the stater wants them to be. If the person isn't attractive to you, then simply don't look at them. Look at someone you DO find attractive.
As an aside, it is not very sensitive in the sense that the person could be thinking about the death of a loved one. You are not a mind reader and you don't know what that person could be dealing with in their lives.
It is ALWAYS rude to make comments about another person's physical appearance, unless you know them well.

NO!!!! It's the most presumptuous, annoying line on the face of the planet when you've had a rough day. Try a friendly smile in their direction instead; they can then choose to ignore it if they want rather than having to force a response and feeling REALLY resentful for it. Alternatively, they may smile a genuine smile back...

Some people use it to chat you up,or beleive it or not some use it to break a tense moment of depression.It's cheesey i know,but whenever someone said it to me,it put a little smile on my face,not because of what they said but the dodgyness my friends go to to make me feel better.What would you prefere them to say,"give up love,it aint gonna happen"."go away love,your making me unhappy".i'd rather here the fisrt one anyday.
