i ahve moeny on it, sincei i cant take it out, I wnat to add credit or debit card or bank account on it so i can take moeny OUt of it. will they deduct that sum from my bank acount? or will they take it FROM the money i already have on there?

Request a check for your balance from paypal.
Or get a debit card from paypal and use it to spend or withdraw the money in your paypal account.
Adding a debit or credit card will not help you spend your paypal balance. It will just give you a verified account.
