Of course not, but you will hardly find one without, because there can always be situations when a flash is convenient or necessary.
Usually you have a choice using a flash or not, but some cameras (digital as well as analog) will not work when there's not enough light and the flash is not on.

Actually, not all digital cameras come with a flash now. If you buy a cheap, key chain camera or one of those small "spy" cameras, it may or may not have a flash. The problem with not having a flash is that pictures tend to come out blurry if the camera moves too much when taking a picture. The lens takes in light from different angles while in movement. An instant burst of light will produce a more sudden exposure which helps prevent blurring.

Well... yes and no. It all depends on where you are planning on taking pictures and how good of a camera you have. Taking pictures outside on a sunny day you don't really need a flash, but if you went indoors to take some portraits, more than likely you would want a flash. There are some digital cameras that don't have a flash. The camera doesn't have to have a flash, but you will take better pictures when you have one. If you don't have a flash, then you can only take pictures in places that are well lit. If the lighting is bad then the picture will come out dark and blurry.

Yes, if you take pictures inside a building, it will need to have it. If you don't have it, the picture won't turn out good.

If you are outside, then ou don't have to have the flash on.
