In measuring horses a hand is always four inches.
If a horse is 62 inches at the withers (the highest point near the base of the mane), then the horse is 15.2 hands.......
14.2 hands and under is a pony, above 14.2 is a horse.....
If a horse is 17 hands or taller, then you have a very big Horse!

A "hand" is 4 inches
Horses are measured from the ground up to the top of the withers.
Most time you should use a stick to place across the top of the withers and measure up to the stick to get an accurate measurment.

The two most common are the hand which equals 4 imperial inches or the metric system, which is more common with horses from the contenent.
The measurement is taken from the ground, to the wither and normall a 1/4 of a inch is deduced to allow for the shoes.

Tust me its 4 inches. A horse is measured in increments of 4 inches (hands) from the ground to the top of his withers(the protruding bone at the base of the neck.
