your looking to export as a mp3 file right?

Lame_enc.dll
I got mine from http://www.dll-files.com
the instructions say to extract the file to
your windows\system directory
then open your file in Audacity click
file>export as mp3
then a dialog box should pop-up giving you the option to let audacity find the file click ok and then you should be all set
