Simply put, no. It is impossible for a CD drive to read DVDs. You will have to install a dvd drive to do that.

Short answer:
No. The laser on a CD drive isn't narrow enough to read the data on a DVD.
Long answer:
CD data is stored as a series of tiny indentations (pits), encoded in a tightly packed spiral track molded into the top of the disc's polycarbonate layer. The areas between pits are known as 'lands'. Each pit is approximately 100 nm deep by 500 nm wide, and varies from 850 nm to 3.5 μm in length.
A DVD encodes data in similar way, but the lands are much smaller, allowing more data to be written on the same amount of space.
CDs and DVDs are read by shining a laser on the disc. When the beam hits the disc, it bounces back to a reader. As the disc spins, the stationary laser alternately shines on the lands and grooves, alternately bouncing back a signal or not bouncing back a signal. The absence or presence of a signal is encoded as a "1" or "0" (binary code). The laser in a DVD drive is a higher wavelength, thus allowing for a narrower beam that can reader smaller lands and grooves. Conversely, the lower-wavelength CD laser is too wide to read the small etchings on the DVD.

The other part of it is the type, or wavelength, of the laser used in each format. DVD's hold far more information than CD's one of the ways it does this is by using a smaller wavelength laser (640nm vs 780nm in a CD player). You can read CD's in a DVD player because the laser is already small enough to read the bumps imprinted on the disc, whereas a DVD in a CD player the laser it too "big" to be able to read the smaller bumps and valleys.

No its not Possible, Each hardware is set up with a Decoder. Meaning its able to decode / read certain things.
If you have a CD ROM drive that can not burn Cd's but you have software that will allow you to burn Cd's You will still need to go out and buy a CD burner.
So your hardware has to be set up for what you want in order for the software to work.
They both have to work hand in hand
