13 is not early at all, I started developing at age 9 and had my period at age 10. This was quite common among my friends. I am now 27 and my niece is 13, she has had her period since she was 11 and has been wearing a bra since age 9. I think the thing to keep in mind is that puberty is tough, be sensitive to her needs and do not laugh at her or tease her. You want her to feel comfortable talking to you. My neice and I have a great relationship, she feels comfortable with me and seeks my advice before her own mother (this drives my sister crazy...I am just glad she has someone to confide in)
So to answer your question 13 is not early and as for it being "bad" you cannot stop nature, it isn't bad at all rather quite normal.

No, it isn't bad. Many children are early bloomers. Just be supportive of her and help her with any questions she may have about the changes her body is going through. Puberty can be a very confusing time! Of course, I would suggest that you tell her to ask her mother first to keep any conflicts down.

I dont think this is neccesirly bad some develop faster than others. Just make sure she has the proper guidance and she will be fine.

Bad for her parents :) My 11 yr old is very developed and has started her period. She has hit every sign of puberty. Sucks for me as her mother b/c I know she looks older than what she is. But, it is completely normal. These girls develope younger everyday.

No. But if shes uncomfortable suggest to her Mother to dress her in loose fitting shirts. This will help her not feel self-conscious.
