Get rid of frontline and start using advantage. I too had frontline not working so I talked to my friend who runs a feed supply store and he told me he has talked to dozens of people having the same problem. I switched my 4 dogs to advantage 8 months ago and have not had fleas, and I live in Florida where fleas can infest year round.
As far as shampoos go, I have found Zodiac to be the best. They also make fumigators for your home and sprays. When I had the flea infestation I took my guys outside while I fumigated the house. While the house was airing out the dogs were washed, towel dried, and treated with advantage.
On another note, my friend at the feed store used frontline for his cat and it also didn't work either. He put advantage on the cat and the fleas dropped dead within 12 hours.

Don't use the dish soap!
Did you buy the frontline from the vet? They should have a guarantee for it and maybe can give you some capstars to kill any fleas that are on the pets.
How long have they been on frontline? If you used it once because you saw fleas and say it's not working, that may be because the environment hasn't been cleaned? If this is the case, fleas live in the environment and if they aren't killed there, then there's no sense treating the dogs. It's takes more than just treating the dogs.
If you need to still treat the environment, use something with a Insect Growth Regulator (IGR). Do not bomb, they don't work. They disperse the fumes into the air and where the fumes land is the only area that gets treated. You need a spray and to be sure to get everywhere with it (behind drapes, under the furniture, in the baseboards,etc.). Ectokyl is a great product.
If the dogs have been on the frontline long term, then I would definitely call the vet and let them know. If you have applied it more than 3 weeks ago, it will be safe to use another product (like advantage - nothing OTC though). If it's been less than 3 weeks, a flea bath and or a flea comb can help eliminate what's on the pets, but capstar works awesome!

I'd trash the Frontline as soon as possible.
Bathe your dog in water with 1/2 box of 20 Mule Team Borax. Allow the Borax to dry on the dog. Do not rinse off. Then I would get Zodiac, a reasonably priced flea deterrent that you can get at Wal*Mart. It works better than Frontline or Advantix from the vets!
Next you should be finding the source of your flea infestation. If it's in your home or yard, you will need to erradicate the fleas there as well; or else in a couple of weeks you're going to have the same problem all over again. Eliminating the fleas at the source is half the battle.

If the Frontline isn't working its probably because you have a big flea infestation. You need to treat your home and yard as well as the dog.
Fleas don't spend all their time on dogs, they lay eggs in carpeting, cracks in the floor etc, and go back to the dog to feed. Frontline won't kill fleas living in the home.
You need a fogger with an IGR (insect growth regulator) in it. This will kill adults as well as developing larvae. A fogger with no IGR will only kill adults and you'll have a flea problem all over again in a couple weeks.
Ask your vet to recommend a good home fogger and yard spray. Remember you and your pets will need to leave the home while it is being fogged so prepare for that as well.
Once the fleas are under control continue to use the Frontline as a preventative.

Dawn dish soap. If you are treating your dog make sure your treating your house,its blankets and any other pets it comes in contact with. Frontline is not a repellent it just kills what is on the dog. Also reapply Frontline every 30 days. Sometimes sooner but no earlier then 3 weeks apart. It also helps if you apply it in several places down the back. You need to wait two days before or two days after you give the bath before you apply Frontline cause it works with the oils of the skin.

You need to treat your house as well. Fleas hatch out on a three week cycle, so even though the fleas on the dogs are killed by Frontline, the eggs are still in carpets, on floors etc. This leads to a new infestation every time the eggs hatch.

Continue to use the Frontline Plus every 3 weeks if you are having a problem with fleas. Hylyt shampoo was made specifically to use with topical flea products, other shampoos will wash off the frontline. You should also treat your house and yard for the fleas.

Don't try dish soap there are flea shampoo at pet stores. also try advantage, some times you have to switch back and forth from different flea meds i don't know why but it works for some of our clients at work.

I bath my dogs in a restroom type tub with maybe six inches of water in it mixed with a small amount of pinesol. makes your dog smell good and drops fleas and ticks fast. Dont make a big habbit out of bathing your dog becasuse it takes the oils off his coat and skin that he needs and it will dry his skin out. To avoid fleas we always just use seven dust in their dog houses and around the pens. Our dogs dont normaly ever have any fleas or ticks.
