Most standard machine sold only go up to a 16 stone weight limit. The ones that go higher are very expensive, I know because I have the same problem. My solution is to go to a gym where the machine are generally up to a 160kg (around 26 stone)weight limit.
A good diet in my opinion is the GI Diet by Rick Gallop (you can get a used book on Amazon for around £5). I have been doing that for 6 months with walking for exercise and have lost 5 stone...and Im still losing around 3 lb week;

Get him checked out by his doctor first, blood pressure etc.. He don't need no treadmill he has you.You can be his trainer. Buy a pedometer, tape measure and a stop watch. You walk with him outside to the shops to buy his fresh healthy food for his diet that he carries home every day. That is his workout. You don't have to buy the shopping for the week all at once save some for the next day when you will walk with him again at a slightly quicker time than you did the first day and measure his steps for the whole day. Record them and stick them on the fridge so he can see them when he goes to eat any junk and this will discourage him to over eat. Take him swimming the next day and record his progress. The money you saved on buying the treadmill take him shopping for the clothes he wants to fit into and hang them somewhere he can see them first thing in the morning when he doesn't feel like getting up to exercise it will motivate him. Measure his waist, thighs, upper arm and neck every 3 weeks and record it. Praise him when he loses inches or cms 'cause when he does good you do good....

I'd recommend a treadmill. Because he can start off at a moderate pace and gradually increase the speed as he gets fitter and myself, I find the treadmill much easier to use than some other machines. My partner prefers a cross-trainer precisely BECAUSE it's harder work, but psychologically I find every second on a cross-trainer is agony for me. So although he can achieve as much on a cross-trainer in half the time I spend on the treadmill, I find I'm less likely to give up. Also if I put a little tv above the treadmill, it makes it much easier to go on for a lot longer as it takes my mind off feeling tired.

the absolute best way to lose weight, especially for a very large person, has got to be walking.
walking burns lots of calories, because you can keep it up for a long time compared to other exercise - there's no point rowing, running etc for 5mins, you won't lose any weight that way, it's much better to do something less intense for a longer period of time.
once their weight is down they could start jogging a bit too.

A tread mill may be the best to start with, start gentle walking this can then be built up. He can always join a gym and get guidance
