Portland City What? If you are talking about the city called Portland, then the two big ones are the "Portland" in Maine and the "Portland" in Oregon. Neither of these are called "Portland City", however.
As far as choosing a university, find the city you are interested in and then google colleges around it. Look and see what majors there are.

There is a school of Engineering at Portland State university of which I'm an alumnus, it is located in the southwest part of Portland, Oregon, which is on the West Coast of the United States between Washington to the North and California to the South

Located in northeast Oregon, right on Willamette River, where it dumps into the Columbia River. It's ALMOST as far north (In Oregon) as you can go without going into Washington State.
There is Portland State University & Portland Community College, both located in the Portland Metro Area, as well as numerous smaller colleges. The University of Oregon & Oregon State University are located about two hours directly south of Portland, in Eugene and Corvallis, respectively. There is also Western Oregon University, which is over an hour Southwest of Portland

There's a Portland in Maine and one in Oregon, and I'm sure there are others.
My major was political science, in which I could have continued studying in university too, but I chose to study something else. Thanks for sharing!
