First off - is it flakes from dry scalp/skin? Best remedy that everyone needs is to drink, drink, drink water. Fast and cheap. You will be amazed at how much your skin texture improves - scalp too.
Second - if you haven't tried dandruff shampoo with coal tar, buy some. It will not be cheap - those cheaper dandruff shampoos don't have the ingredients to control serious dandruff flakes.
This shampoo is NOT for children, only adults.

When it comes to your hair, use hand and shoulders dandruff shampoo. Shampoo your hair every 2 days with it, and really take your time lathering up your scalp. Rinse well, and use some conditioner if the head and shoulders shampoo tangles your hair a little. If you consider yourself to have extremely bad dandruff, use the shampoo every day. Do not go more than 3-4 days without using the shampoo. I have dandruff, and doing this routine really works out!!!!
As for eyebrows, when you wash your face, dry it and put some moisturizer in your eyebrows. It will help eleminate dandruff.

most anti-dandruff shampoos will work, unless of course you suffer from some disease such as psoriasis (which seems doubtful)
dandruff is caused by excessive loss of dead cells in scalp. This can be caused by one or more of: stress, excessively dry skin, and also, commonly, by a fungus.
good shampoos will include substances that soothe the skin, substances that cure the dermatitis (coal tar, salicylic acid aka aspirin, selenium sulfide, zinc pyrithione, sulfur), and substances that kill the fungus (just in case there is one).
I've never had to use one of these shampoos regularly but on occasions when I was stressed I have found that most of them worked just fine. The ones with anti-fungus agents tend to be difficult to find and much more expensive.
The Neutrogena T-Gel is the only one i've not liked. Firstly it stinks, secondly I've not found it to be very efficient.
In the few occasions where I've used one this was just temporary, and I'd just keep the bottle handy just for those rare occasions of too much stress.
Hope this helps

Selsun Blue is a wonderful product, its cheap and works great. You just use it twice a week and you get instant results. I use it myself and really love it. Be careful of getting it in your eyes though because it is strong!
