Kind-of. Chocolate manufacturers are only allowed to have some many bars in the market to prevent monopoly (or so I was told once). A way around this is to re - package similar bars under one heading i.e. Dairy Milk bubbly (essentially a wispa but in the form/style of a Dairy Milk)

The Wispa brand was discontinued by Cadbury in 2003 when the product was renamed Dairy Milk Bubbly to capitalise on the brand equity in Dairy Milk.

The machine that made all the tiny bubbles broke and the dwarves who joined all the tiny bubbles together with chocolate were deported.
