You usually don't get tanned in the cold because you stay indoors, and because your body stays covered. But the sun can still tan you if you're outside.

Yes. It is not how hot it is that makes you get a tan but how bright it is/how intense the sun is. If, for example, you go skiing in the Alps in summer you'll find that you can get a tan even though it's so cold, because the sun is so bright.

Yes. Tanning is caused by ultraviolet radiation. The northern hemisphere receives less of all types of radiaition from the sun during the winter, but it still receives it. Plus, people usually expose less skin to the sun in winter.
And, clouds do not block UV rays.

Yes you can in the Tanning bed at beauty salons. Normaly costs money, on the other hand outside NO.
