You can open it in Photoshop or its cousins and simply resize it. I don't use Picasa or Gimp, but they are available free online and I am sure they can do this. Maybe even Microsoft Picture can do it.
If it's an on-line contest, you can easily shrink it by resizing to 100 ppi or so and then start cutting the dimensions until it fits the rules.

Open your imaging program - you can use Microsoft Picture It which comes with pcs. Open the picture you want to resize. Go to format>resize image. This will open a dialogue box down the left. I would suggest you adjust the pixel size until you get the image size you want, or what the competition requires. Make sure the 'maintain proportions' box at the bottom is checked. Don't forget to save the result as a new image so as you don't affect the size of the original. And best of luck in the comp!

It's better to make the pic smaller with a photoshop programme.Type the size on the top after you select the crop tool(C). Then make the resolution 72 or 100 dpi.Cro it and save as a smaller image to send via E-mail.you can reduce the size again by decreasing the quality to medium while saving the pic.

make a duplicate... sve the original and cloose it... take the copy and adjust it to 600ppi, and then save for web feature in PS.
I use a "publish to web" folder on my deskstop to achive my pics with a b/u on a second external drive.
I sacrifice size for quality an most of my orighal images ant at the setting they were taken..
Of course all you want to fo is enter a smaller jpeg to a contest... Just curious... are sou giving up all you rights to the image for $?
Be careful of these contracts... don't l et them steal you concept or way of seeing!

Be sure to duplicate or copy the original image first. Then resize the copy. In Photoshop, go to "image" on the menu bar and then find "image size". You can plug in your dimensions and viola... a low res image.

it is done in photoshop, i think...but what do i know, this is a mac, and i reduce my pics all the time and don't know how i do it...photoshop has the promts and instructions along with what your are trying to do...check the tool bar for them. i've gotten them smaller but cannot get them to enlarge once the recipient gets them so all they see is that itty bitty thumbnail at the top left of the screen...talk about frustrating...

well if u have photoshop go to Image/size and change it there or just crop and size it. you can d/l a 30 day trial of photoshop CS2 at adobe website

i don't know exactly what programms do you have, so i'll tell you to do it with paint, cause i'm sure you have it.
go to paint, open the picture in it, then go to image - select strectch/shew. in the first two boxes, write how much percent you want to minimize them. if you want them to be half the size, write 50 in every box.
i think you got it!
