Forget about Singapore, its too expensive. Forget about Indonesia, you need contacts. Best is Malaysia. There are packages that pick you from your home and take you there and back. You live in an island with basic accommodations, mattress on wooden floor, daily meals. A boat will be provided for daily outing where you can fish to your heart content. Try to find at least 4 people to keep your costs down. Off-hand I do not have the contact. Best time to go is April - Sept where there is no monsoon weather.
In Singapore, you can charter a boat at Changi Jetty for about $250 for daytime fishing. Live baits is extra. Plenty of fishes as many has escaped from nearby fish farms.

Fairhaven lake charges £2.50 for half an hour. That's the peddle type.
