Can they do that? If it was offset last year does that mean my loan is repayed?

I think you mean part or all of your REFUND was held to pay something you owed to a government agency. If this is correct, than the fact you the did not keep last years refund would appear to indicate that whatever they were holding the refund for has been paid off. It is impossible to be sure without more information. The IRS should have sent an explanation when the held your refunds, and that should state where the money went.

NOTE: Your return is the form you file with the IRS. The money you get back is called a refund.
