There's a chance it could be meningitis, or even bleeding in the head (leaking aneurysm?). Most likely not, but these things need to be ruled out.
She needs to be seen by a physician (NOT a chiropractor!), and soon.
Encourage her to be seen ASAP.

I was 11 when I had a retractile testicle that I had to have a hernia surgery for couldn't walk for 6 months my ball sack was like a balloon, so I don't doubt that he is in pain if he had surgery in march. Oh one thing you mention inguinal hernia which is not derived from a retractile testicle, so was it an actual inguinal or was it to fix a retractile testicle you don't specify.

She needs to go to the ER. It could be something very serious like an aneurysm. Why take a chance?

this sounds like an emergency condition, and she should be taken to the ER immediately. it could be a clot, an anurism, an infection, or even a tumor. the sooner she goes for help, the more likely she will be able to have help.
