Fennel seeds are the base flavor for most sausage in the States, sweet or hot Italian sausages rely on them.
Crush some fennel in a mortar and pestle with course ground black pepper. Garlic is also a flavouring agent. Don't forget to add a few flakes of crushed hot chili as they too are found in sausages.
Taste wise, the above will help but also some of the difference is due to texture; sausage is part beef or venison and part ground pork meat.
Another possibility would be to substitute a packet of sausage-gravy mix (don't add any extra salt if called for in the mix - use your judgement). The dry mix ususally carries the base "notes" of the sausage flavor in the gravy.

First of all, red meat, such as beef, is not a substitute for pork. Pork is 'the other white meat' and you really should substitute ground turkey. If possible, buy ground turkey with some dark meat. The dark meat has more fat, and sausage is not sausage without some fat.
Per pound of meat: use a good palmful of fresh parsley, or 1 tablespoon if you're using dried. 2 teaspoons of dried sage, 1 teaspoon of dried majoram, and 1 tablespoon of fresh thyme. Use a teaspoon of dried thyme if you don't have fresh. You should also add a tablespoon of salt, and a teaspoon of black pepper per pound. Then follow your recipe's directions for cooking the sausage.
Fennel or fennel seed is an italian thing, and you don't seem to be making an italian dish.

pretty hard to made beef taste like pork

yes you can, use a little allspice or a dash of cinnamon in your beef, dash of sage, dash of cayenne pepper.
