If you want your resting heart rate to be lower, aerobic exercise is the key. It strengthens the cardiovascular system, thus making it more efficient. Lance Armstrong's resting heart rate is ridiculously low.

If you simply want to slow your pulse momentarily than relaxation is the key. Breathe slowly and relax all your muscles. Laying supine is better so that your cardiovascular system is not fighting gravity as much.

easily, meditate on it, just spend a few seconds thinking about lowering it whilst sitting calmly,concentrate on it and watch it drop.can do same with blood pressure too,think calming thoughts and tranquil ones,it always works but dont go too far and stop it all together.
