You don't. That information is not available to the general public. If it's in your way, abandoned on your property, call the tow company and ask them about a private property impound. Not sure what the laws are regarding that in KY, but they would.

Just call the police. They can arrange to have it towed and disposed of properly. Most towing companies can handle that as well.
