what surface defect is it if there are isolated patches of fluffy white deposits and what would the likely cause be and how would you treat it?

It sounds like perhaps someone sanded too deep and actually sanded into the paper using to coer the joints. Doing this will produce small little rounds from the paper. If so, you can use a paint scraper (razor-blade type) and shave the paper down. Then apply another thin coat of plaster and then avoid sanding too deep after it dries.

If these are plastered and not dry wall, then you would just take some sandpaper and likely go over the area. The fluffy white deposits are most likely areas when too much plaster was left when it was applied.

Most likely the patches are where moisture was.
