what is the best way to set up a kiss? just walk up to her and lay one on her. or take her into and empty room and slowly move toward her lips. i need answers!

Well, the first indication that you will even be rewarded with a kiss is that if you can get close enough to kiss, you probably can kiss. The kind of kiss depends on the moment. If it's a light-hearted moment then a quick kiss is called for. But make sure your aim is good, and make sure you don't go in so fast that you bust her lip against her teeth. If a more romantic moment is at hand, then a slow soft kiss will work. Place your hands on her cheeks for a special touch.

Don't try to act like you're in the movies and it has to be a long, slow meaningful experience...You're both probably nervous, so when you get the urge...and it seems like a "what the heck" moment...lay it on her!

Depends on the girl and her personality. If she likes suprises, go for the suprise attack. If she needs to be in control, wait until she makes the first move. If you don't know...find out more about her before you take your relationship this far.
