Is there a website or some place where I can get a small pad-like thing (about 1 square foot) that has a cord that when plugged into the wall it (the pad-like thing or board etc.) will reach below freezing temperature and you'll be able to place something on it and it will freeze such as a tray of unfrozen ice cubes?

no.

generating heat is easy, that's why we have things like heating pads...however, generating cold, that's much harder and you can't do it with electricity alone (at least yet). http://home.howstuffworks.com/refrigerator.htm tells you how a refrigerator works. it explains the theory behind the compressor than i ever could. but as of right now, you can't generate cool with pure electricity.

and there's no such thing as unfrozen ice cubes. at that point, they're merely water.
