No, they do not have to tie. However, there needs so be a little more than he is doing. It sounds as if she is a little young yet. You would either want to wait until she is older, you do an AI.
The discharge can be a mixture of semen and blood from her. He is probably getting some fluid in her, but not far enough.

Really, you should wait until her next heat. She is still too immature.

And remember, the male ejaculates in three parts...the first does not contain much sperm, the second which contains the MOST sperm, and a third that is also low in sperm. If he is only getting the first fraction in, there is a small chance of pregnancy. The secon fraction is what you need!!!

It has often been a misconception that the male and the female have to have a tie or lock for her to become pregnant.
This is not true, the sperm can be deposited any time the male enters the female.
The lock is just natures way to assist in the process, when the female tightens on the male and locks him in place, she is trying to ensure all the sperm deposited stays within her body and does not leak out, the more sperm she can keep, the better the chances all her eggs will be fertilized.
If he has entered her on several occasion, there may still be enough sperm to fertilize her eggs.
Limit the amount of days he can stay with the female to no more than 4 or 5 (you will want to know when to expect the arrival of little paws)
Be very sure you take her to the vet to have her x-rayed, the male may not have deposited enough sperm to fertilize all the eggs, you will want to know how many she will have.
The fewer she has, the larger they can grow inside her, making birth very dangerous and difficult.
This is when you will need to know your vet very well and can trust him with your dogs well being and safety.

Yes they can. it all depends on if the male finished or not. unknown to us people you take her to the vet and see.

Have both of your dogs spayed/neutered before you find out.
