US procedures are similar to the UK. The ages vary a bit from state to state and graduated licensing is becoming common across the country.
In most states, a learner's license (called a learner's permit) is issued at age 15 or 16. A restricted license is issued at age 16 or 16 1/2 with limits on the time of day and number of passengers. A full unrestricted license typically follows at age 18. Most states require formal training for a license to be issued under age 17 or sometimes 18.
We don't do "L" plates over here, but I wish we did.
The primary difference between the US and the UK is the difficulty of the road test. US road tests are a bad joke for the most part. You'd pretty much have to show up blind drunk to fail the test. It took me 3 tries to pass the UK test -- seriously embarrassing as I had over 16 years of driving experience at the time and had been driving in the UK for nearly a year without any accidents or traffic violations.
If you're over here for a visit, your full UK license is valid in all 50 states. And you don't need an international permit contrary to what another poster stated as your license is already in English. An IDP is simply a translation of your license, nothing more.
Oh, yeah, and we spell licence "license".

Each state regulates driving in the borders of the state, and each state recognizes the laws of the others, so it sounds confusing, but it really isn't. There are some minor variations between states as to ages, but most states now have a graduated system in place and all states require education and testing for minors (under age 18) and passing of a written and road test for adults (over age 18). We do allow driving a bit younger, some states as low as 15, 16 in most. But only during the day, no passengers that are underage, during your practice you must have someone over 21 with a license with you, that type of thing.
Type the name of the state and DMV into a search engine and you can find driver's license requirements for most of the 50 states on line. It's amazing how similar they are.

In most US states the minimum age is 16, after you pass the driving test. You can get a learner's permit at 15 which allows you to drive but only with a licensed driver in the front seat with you.
Some states have hardship provisions which allow a drivers liscense at 15 in certain situations.

It varies by state, but you need an International drivers license from England. If you are a student, check your institution.
