If a bolt is rated with a tensile strength 10,000 psi and it is tightened to a force of 5,000 psi, how much pressure can tha bolt hold back? Is there a chart or a easy to use definitive guide available?

All Fateners have a rated Tensil and shear force strength.

The Premium Captive socket head screws have a tensil strength in the order of 80-100,000 psi.

Tightening torgue is critical, both in shear and pulling. A captive design must have a flat washer and a helical lock washer.

Yup there is a chart for that. It's in the "Engineer's Easy Reference Guide". Definately a must have for your office. It'll save you lots of time making calculations of all kinds. You can find it on Amazon or at Barnes and Noble.
