You can make pretty much any kind of tournament with a buy in greater than $10. This feature needs to be unlocked, and they will only unlock it for you if you have been with them for more than a certain amount of time and have earned more than a certain number of FPPs. I'm not sure of their exact criteria.
In any case, to unlock the feature you must email support@pokerstars.com and ask them to activate this feature. A new menu option will appear allowing you to set up a tournament. You select a date, time, buy in, type of game and a password. You then give this password to your friends and they can sign in and play.
You cannot do private table ring games, or play money at this time.
