I'll tell you what: get to know them personally. You want a relationship built on friendship rather than hormones. If I'm wrong and your rules of attraction state that being hot is #1, then go to an underage dance club. You will be able to tell single girls from "taken" girls. How? The guy will be in tow. Back to building a relationship on friendship first, if you become friends ( she might evaluate her current relationship. I'm not talking about best friends in the world, just enough to where you like each other enough to talk and perhaps hang out. If she thinks you have more to offer and she has a brain, she will dump current guy for you. If she dumps current boyfriend for you, stay away from him or be prepared to resort to face damaging tactics if he gets angry and attacks.

Do not send her flowers at work? She has already said she has a boyfriend. If you are really interested wait about 6 months and ask her out again. Sometimes things aren't as solid as they appear. If she says no again, move along.

why would she have a boyfriend who she "doesnt seem interested in"? that doesnt make sense. If you find out that she has become single at some point, then ask her out again, but not before; otherwise she will think your a freaky stalker. since youve already made your feelings known to her, she would've dropped her boyfriend and went out with you if she was really interested.

thirty years ago i would have said Go for it! Perseverance often pays off, and back then women appreciated men who showed a little aggressiveness. Nowadays, if you ask a person the second time you get labeled a stalker. For safety's sake, I suggest you look elsewhere. But, if you really like her, be subtle, but let her know you;re still interested. Who knows, she may be one of those throwbacks who understands the difference between a man and a pervert.

i think you should wait a while before trying again. The flowers would probably just make sure she didnt want to go out with you, even if she broke up with her boyfriend, if she said no, she means it, and you should give her some room.
