I have a question to answer which says
can you read and understand construction plans and what does the symbol C7 mean

i think it is column number 7

well the most likely answer for this would be i guess that it is telling the concrete strength needed at that specific location ,here by the designer is telling the contractor to use C7 concrete strength as per specification, well in many countries they use the abbreviation that as M7,or C7 . basically it means that C7- concrete mix which have 7mega-pascal strength under compression testing machine. well good luck buddy.

this can be a couple of things, depends on where an how it is used.

1.) it could be a coordinate reference where the short axis is marked A to D, and the long axis would be labeled 0 to 7.

2.) it may be a Note reference, directing ones attention to something elsewhere on the drawing set.

for my money, I'd expect it to be #1

A bit more detail would help. What are C6 & C8? If this is on an alignment of it would refer to a curve table. Otherwise it would most probably refer to a note.
