When scripture in the New Testament talks about spiritual gifts, where would telepathy be among them? Or is telepathy merely some effects of demon-possesion or lower magic?

Telepathy is not one of the gifts of the Holy Spirit mentioned in the Bible. Sometines things are a countefeit of that which is real. Here's how to tell the difference:
The gifts of the Holy Spirit belong to the Holy Spirit, not to the individual believer. They are IMPARTED to the believer as the Holy Spirit sees fit, and always for the good of someone being ministered to, never for the personal gain of the believer to whom they are imparted.
Last but not least, The Gifts will ALWAYS:
1) Glorify the God who gave them;
2) Express His love for someone;
3) Agree with His written word.

According to the book of 1 Corinthians, there is the "word of knowledge", which is information supernaturally imparted by the Holy Spirit, but there is no telepathy from a person to another person. This is (my opinion, only) a game of the enemy designed to deceive believers and non-believers alike.

but that does not make it evil or from demons

I have not heard it mentioned in the bible but that does not mean it can not be used as a gift.
