According to the Book of Acts, at Pentecost the Holy Spirit descended upon the Apostles and all who were with them in the Upper Room. After which, these people went among the crowds of Jews from all parts of the known world who were congregating in Jerusalem for another religious festival. Each was able to speak in the language of the group being addressed, despite some of them never even having heard those languages before.
The "Gift of Tongues" therefore is the gift to speak to a person in his or her native tongue, when you yourself have never spoken and do not know, that tongue.
It is NOT gibberish that must be translated by another. That is a modern bit of fantasy brought on by hysterics who enmesh themselves in emotional frenzy thinking it brings them closer somehow to God.

You want a bible answer then in Acts 2:7,8,910 it says the people were amazed because eahc heard the gospel proclaime in their own native tongue from the region from which they were born.
This proves without doubt tongues is languages of men and not some exstatic utterrance. Once the bible defines something that is what it is unless it redifines it latter, but to my knowlege never happens.
If anyone tells you that Paul said there is tongues of angels and uses 1 Corinthians 13:1 as proof. Kweep in mind Paul is not teaching a different version of tongues than Peter did, he is using allogory to prove a point, and the point he is making is that even if he spoke in tongues of angels and had not love he is nothing.
Love is the point of that chapter. If you read 1 Corinthiasn chapters 12, 13, and 14 in context and keep an open mind to scripture you will find limitations to tongues and if you judge modern tongues by these chapters you will find thaey do not follow biblical guidelines.

Pentecostals teach that speaking in tongues are "the" evidence of the infilling of the Holy Spirit. I believe that is it "a" evidence not "the" evidence. If you read I Cor 12:30 Paul ask a question do all speak with tongues? and the answer is no. We are all given different gifts and we should use the gifts God gave to us and not try to use gifts we were not given. Also, some people teach that if you don't speak in tongues you do not have the Holy Spirit. This teaching is unbiblical. You receive the Holy Spirit when you trust in Jesus. You receive the infilling of the Holy Spirit sometimes called the second blessing to empower you for service.

Speaking in tongues. This is the "gibberish" that christians speak when they "filled with the holy spirit" and having a conversation with God in his own language.
Sometimes Christians say things that are supposedly translations of another persons gibberish.
Lets try a test.
Simply take two of these "translators" (Claiming they understand the "language") and let them do a double blind test with a recorded tongues speak and if they can get the same translation they pass the test. There are few religious claims that are so simple to test properly. But for some reason people tend not to be willing to take these kinds of tests, wonder why? Maybe are they afraid that their faith won't pass?

Jesus says that those who believe in Him will "speak in new tongues" (Mark 16:17). The word "new" means appearing for the first time. No one had spoken these languages before. It is only appropriate that "new tongues" should be spoken by those of the "new birth." It is natural and normal to speak in the language of your birth. We are born again from above, therefore we should speak the language from above--that language is called "new tongues."
