Ok, as most have stated it is the phonetic alphabet.
However, there are two that are most common. Tazman has the best example of the U.S. Government phonetic alphabet (in that he has B down as Bravo and not beta. Bravo is the correct version federally.) This alphabet was put together for NATO troops and selected so that soldiers/sailors from various countries, speaking different languages, could pronounce the letters in a fashion that would keep them from being misunderstood by another NATO troop and possibly causing and accident.
The second phonetic alphabet is more common to civil law enforcement. This goes (if memory serves):
A - Adam
B - Boy
C - Charles
D - David
E - Edward
F - Frank
G - George
H - Henry
I - Ida
J - John
K - King
L - Lincoln
M - Mike
N - Nora
O - Ocean
P - Paul
Q - Queen
R - Robert
S - Sam
T - Tom
U - Union
V - Victor
W - William
X - Xray
Y - Yankee
Z - Zebra

There are two phonetic alphabets. The NATO as listed above which the military uses (Alpha, Bravo, Charlie, Delta, etc etc.) and the (Law Enforcement phonetic) Adam, Boy, Charles, David,Etc. Etc.) After being an MP Sgt. for so many years, It took me forever to learn the LE alphabet in the Civilian world. All the other cops would laugh like hell when they heard me on the radio using the NATO AND LE Alphabet all mixed up.

The phonetic alphabet. It is different in every language, and sometimes from country to country with the same nominal language too. The UK one has 26 letters and goes from alpha to zulu.
