when I found the dog he had been out on the street surviving on moldy food for at least a couple of months.

He's trying to drink his way down to the fish. Give him the fish and see if he still drinks out of the bowl after that.

Have you taken him o the vet yet scince you found him??
This can be harmful for your dog and beta. You see that fish urinate and do there buisness and they might even drop eggs!!
That will not be good for your dog. It isn't good for the beta either because dog saliva and other stuff like tiny pieces of food could be back washed into the fish bowl! Evenm if you do wash the fish bowl you'd have to use soap to get all the stuff out ad soap can poison fish. Even though you may think that you rinsed out the soap you probobly didn't. It is not a good habit for your dog so try to stop it immediatly.

no it is not harmful to him. he's actually trying to drink his way to the betafish! you should probably get a cover for the fish bowl. just something that can prevent the dog from drinking out of the bowl, maybe a piece of wire net. cut it to fit the top of you fish bowl. he will soon get the point that he is not supposed to do it. although that wont stop him from staring at the fish swimming away in the fish bowl!

it may because the water has all sorts of weird cynobacteria in it and all. i would train the dog to drink out of something else. out in the open, he must have drank from open, gushing streams which dont have high bacterial counts, but, in your house, its totally different. we dont know whats in that fish bowl and i would not take the chances if you like this dog.

dogs&cats wil does things that humans think as unsanitary. an animals mouth is by far cleaner than a humans. I would not allow it for the sake of the fish not because it wil hurt dog.

My cat Frisk Kitty always drank from the fishbowl. It never hurt her.
