What I know is,. if a man or a woman say to the person she or he loves : " Eu te quero " , that means love.
But " Eu te quero muito bem or
" Te quero muito bem " these two expressions are the same and it means : The man or woman wishes all the best for him or her, it means she or he cares about this loved person.And this sentence can also be said to any person that you care about, your parents, siblings a best friend... it means you care and you want the best for this person.

Literally "I want you too much"
Means " I love you too much " or "I'm fond of yours" depending on the context, if lovers' or friends' talk. May also be used to express affection from mother to child etc
"Te quero" in lover's context may also express sexual attraction
Love (amor) in Portuguese never means "fondness" like americans used to say. " Gosto muito de você / de ti" (I like you too much) fits better in this case

the best equivalent i could think of is:
"I want the best for you"
(implying love in a somewhat motherly, protective, way. Though not very affectionate)
