It depends on governmental rules. In some places they are, in other places they aren´t. Also, it depends on penalties and ethics of factory owners.
In some places there are waste filtering in place. In some places it is useless because plants are not apropriate to the type of wastes to be purified, in other places they are extremely useful.
They real problem today is that years ago we did a big damage to
oceans and seas. Many species disappeared, many changed their habits and dwelled elsewhere, life cycles changed, and many places became lifeless.
For citizens around those areas, that event was so depressing that they tried to generate life again bringing fishes from other places, bringing earth from elsewhere, etc. Most of the times without success.
Nature uses to warn many times and since long ago. But, if behaviours don´t change, very few times it gives a second chance.

-What is the cost of disposing of the waste legally?
-What is the likelihood of getting caught dumping it into the oceans?
-If caught, what are the estimated losses due to fines and tarnished image?
Individual human beings are generally moral and want to do what they can to maintain a healthy environment, but people often compartmentalize when they are on the jobs. They only look at what they can do to improve their company. This compartmentalization has a certain sense of noble ignorance to it.

Actually in all the industrialised countries example :Mexico, the harmful bio-degradable wastes are dumped in natural habitats and water sources.
The Greenpeace organization has been successfull only to a certain extent. In the month of July in Europe about 87.4566789 % of the waste came from industries. this was a shock to the european countries. Especially in London where about 45.3321 % of industrial wastage was found. The green peace organization was helping only in cleaning harmful acids like oxides of nitrogen and sulphur which are the main abiotic components of acid rain. this acid rain has been reduced up to 11.87 %. thats all

In America, we have made great improvements in this area. But some other countries, China, are not doing their share to protect the environment. Unless, the world leaders can accept that as occupants of the earth, we need to protect our natural resources, there will still be some polluting in order to save or make money. We are stewards of this planet and should all take this responsibility seriously.

yes many factories are still dumping wasts into water bodies wich is certainly harmful for our environment
