Anything is technically a resistor. A resistor is something that impedes current flow to some degree. A brick is a resistor of infinite resistance. On the other extreme, wires are resistors too, but they have very slight resistances (the less the better because the resistance is how inefficient the wire is).
Standardized resistors look like a cylinder with two wire leads and colored bands that tell you the resistance. They can be made of metal, carbon, ceramic, etc. These are used because they produce a known resistance.

A resistor is a device that impedes the flow of electrical current in a circuit. The electrical energy is given off in the form of heat when it passes through the resistor and as a result the current is reduced. This also causes a voltage to appear across the resistor since a potential difference will exist due to the different current levels.

Considering a resistor of constant (fix) resistance, R
R=V/I => where V-voltage and I-current

One end of the resistor will have a voltage equal to V(1)=I(1)*R(1)
The other end will have a voltage of V(2)=I(2)*R(2)

since the current I will be different V will be different and therefore you will have a voltage across the resistor.
