Naturally depends onyour budget. My girls at that age loved anything with Dora the Explorer or Blues Clues. DVD of the cartoons or stuffed animals. Chances are the kid has about a million toys. We don't have much money and I am still drowning in toys.
Another nice thing you could do, more for the mom than the kid at this point, is give them a Savings bond. You would of couse have to attach a small toy for the little girl. She would not understand what was in the boring old envelope. I had alway hoped that someone would do something like that for my girls but no one has.

What are her parents' values? If they're really into being fit, you might get them something that supports that - toys to play with in the pool, for example. If they're really well-educated, maybe get her a book. If they're peace activists...a peacey t-shirt - you get the idea.
A book I really like is "The three little wolves and the big bad pig." Everyone I've given it to LOVES it. It's a message about community and peace but it's also very silly and cute.
My opinion is that kids have SO many toys and things it starts to become a problem. Books don't take up much space.
If you want to go a different route entirely, maybe you'd want to get the child a savings bond or contribute to a college fund.

How about personalized books? Kids really love to hear their own name in the storyline. don't buy no toys and stuffed animals cause 9 out 10 people will already do that. I always enjoyed a good giftcertificate of a nice clothing store for kids, this way i could get what i liked for my kid. wrap it up in a nice foil including some baby magazine or something so it won't feel like you comming with just an evelope.

I think any age appropriate art supplies are always good. That or musical toys (like little pianos).
Finger Paints, large and non-toxic washable crayons and a big pad of paper, music, musical instruments (age appropriate).
Books too are great.
I think those a great for any child.

you could find out who is her fave person like: pooh bear, strawberry shortcake, hello kitty,ext. Find lots of stuff with them on it and put a cute little basket together for her!
